There seems to be a change in the way things are done today in Dili. There are many Australian Federal Police in the streets and no Australian soldiers or armored vehicles to speak of. They must have been shifted to other duties.
The one way streets are back in effect. It is most annoying. It went so much smoother when all the streets were 2 way. Now it's back to zig zagging through town again. The helmet laws and all others had been put on hold for the last month partly because there were no police anywhere to enforce the laws.
After the murder of the police in the streets by the army in May there was no law and order at all until the Australian troops arrived. I think that street is still closed off as a memorial to the slain policemen where there are flowers and candles where they were killed.

3 Portugese GNR just walked into the internet cafe to check the cost
of the internet (5 USD an hour-the one across from the ANZ bank). Their
handguns have a line like a coiled phone cord attached to their leg in
case someone tries to grab their weapon in a crowd. It is a pretty
good idea.
You quickly get used to
Australian soldiers lined up at the supermarket checkout with their
rifles and it begins to seem normal. You just get accustomed to the
APC's rumbling up and down the streets day and night with helicopters
zig zagging above.
They are going to be here for a while. Basically
everyone is in charge of their own security, though things have
settled down dramatically now that there are Australian soldiers on patrol.
Still I got my old trusty #2 motorbike nabbed last
night when I stopped at the internet bar for a beer. We got some guys
together to track it down but were only able to find the ignition
cover plate. The boys still might find it, but unlikely.
A big
part of the population is still living in refugee camps as they are
afraid to return to their homes. The local gangs have a lot of control
over who they want out of their neighborhood. It can get brutal with
the burning of homes and shops. Hopefully the worst is over.
We
plan to go east for a little scuba diving tomorrow. You have to choose
your staff carefully. When you go to the east you take your guys from
the east. To the west you take your guys from the west.
For
foreigners it is not a big deal as they can travel almost anywhere
safely but for the local boys it is a very big deal if they land up in
the wrong area.

With everything calming down in Dili it was time to get back in the water and do a little diving.
My
pal ,Marianne, of Free Fow Dive was in the dive mode too so we went
over to the Pertamina Fuel dock at the end of the beach road to have a
look.
It had been a stressful week so it was good to get in a
different enviornment for a bit. When the weather permits there is a
lot of macro and corals down there to see and it is just a hop from the
dive shop.
There was a pretty good surf rolling in that flopped
us around a bit on the way in but we were going diving! We figured we
would try for the third light post and then drop to the bottom and get
all the rocks out of out booties. Only problem was that there was a
strong current running and about 1 meter vis.
We just had to dive
with the stones in the booties. After about 15 minutes we decided that
it was ridiculous and went to the top for a discussion. We thought
maybe we could go further out along the pier and might get better vis.
The
current thought otherwise and really I was thinking the whole time we
were down there how we were going to exit because the surf was
building. We scratched the dive and swam to a spot in the beach that
didn't have as much surf for our exit.
Long walk back to the truck. Wasted dive? Not really! It was great to get back in the water again!
