I have stayed in this place a few years back when the rooms were 500 peso per night but there has been sparkling new rooms built since then.
The rooms now start at 1000 pesos up to 4500 pesos for the VIP suite. The new rooms are very nice.
The Philippines has poor value for accommodation in general, anywhere there are tourists in my estimation.
Unlike in Thailand or Indonesia where there is usually a choice of places for backpackers or budget travelers, the Philippines stress air conditioning, cable tv, and giving the impression that money is no object.
"Oh you simply must go to Borocay, Pearl Farm, 5 Star blah blah blah". As a foreigner it is expected that your goal is to impress people around you and just are far too delicate or high class to sleep with just a fan.
Frankly I can't stand air conditioning if there are windows that can be opened to let in the fresh air.
This Blue Water has a nice nipa hut in the center of the courtyard serving food and drinks and the surroundings are comfortable.
It is a pretty nice place and there is certain to be more renovation in the future.
