The charge for a motorbike is around 225 to 255 pesos including the driver (depends on size of the bike.)
A small vehicle costs around 580 pesos.
If you are on foot this is not the ferry you are looking for because it is quite a ways out of town, in Tampi , San Jose.
The fast ferry and the pumpboat used by pedestrians are in Sibulan. The fare is around50 pesos.
You can catch a multi cab from the market in Dumaguete to the pier in Sibulan for 9 pesos.
Maayo is the best option for transporting vehicles.
If you are on the bus you will get off and sit on the upper deck and be across in 45 minutes or so. It is the easiest way to get from Dumaguete to Cebu City.

I crossed from Cebu to Negros again today - it cost 240 pesos for motorbike and driver, and the waters were choppy due to a low pressure system moving into the area. (Oct 2009)

Maayo Shipping leaves to make the passage between Cebu and Negros Island every 90 minutes or so.
They have their own docks and don’t use the port facility at Santander.
Maayo Shipping handles almost all the vehicle traffic between the two islands including all the Ceres Lines buses.
The crossing at Santander is for foot traffic only.

Its only a half hour from Dumaguete.
