Fortune Hotel
Of the places to stay in Catbaloban I like the Fortune Hotel, a nice clean place with a restaurant downstairs. Fan rooms are 450 pesos and the aircon rooms with tv are around 1000 pesos.
It is a short walk from the bus terminal and the pier or you can take a tricycle. The local rate is 3 pesos but they might try to nick you for a hundred if you are a foreigner.
In the Philippines it really isn’t necessary to follow a guide book trail because there will always be hotels near the ports and bus stations in all the bigger cities. There isn’t a tourist trail in Samar so you are free to explore on your own.
In the back country, or provinces as they are called, there will never be hotels or guest houses but you most likely wouldn’t be there anyway unless you knew someone that lived there and they will find a place for you to stay.

I don’t have the Fortune Hotels rates on hand, but know that there is a restaurant downstairs. Summers Garden Pension is just down the road as well.
Maqueda Bay Hotel and the Rolet are other options.
